"Our recent operating performance was not up to our standards ... and for that, we are deeply sorry," Suzanne L. Rubin, president of the airline's AAdvantage frequent-flier program, said in a message to customers.

In September, American canceled nearly 1,400 flights, and only 59 percent of its flights arrived on time compared with at least 85 percent at rivals Delta, Southwest and US Airways, according to tracking service FlightStats.com. The airline, which imposed pay and benefit cuts for pilots in early September, accused some pilots of conducting an illegal work slowdown.

American announced two offers:

  • Elite-level customers, who start at 25,000 miles in a year, will get double miles through Dec. 31.
  • Other passengers will get double miles from Nov. 16 through Nov. 26.
  • Both groups can get double credit toward elite status on flights through the end of the year.

The offers cover flights on American and regional affiliates American Eagle and American Connection but not flights operated by so-called code-sharing partner airlines.

Mine your language: Software decodes company reports

COMPANY financial reports don't usually make for thrilling reading, but with the ability to make or break fortunes, they come under intense scrutiny. Now software that can extract information from the nuanced language of such reports could provide investors with the edge they need to stay ahead of the competition.

"Financial statements carry important information about the health of reporting companies," says Chao-Lin Liu at National Chengchi University in Taipei, Taiwan. But companies habitually downplay negative aspects by using ambiguous language and burying nuggets of information in pages of droning prose.

Text-mining techniques generally concentrate on single words: counting the number of negative or positive words in a body of text can give an indication of the overall tone, for example. But it is impossible to say whether certain words taken in isolation - such as "increased" - are positive or negative, says team member Yuan-Chen Chang. So the team designed an algorithm to recognise meaningful phrases instead (arxiv.org/abs/1210.3865).

To do this, Liu and his colleagues use statistical models to automatically identify what they call opinion patterns - subjective phrases paired with an opinion holder. For example, the sentence "The Company believes the profits could be adversely affected" contains the opinion holder "The Company" and the subjective phrases "believes" and "could be adversely affected".

"Computer linguistics and automated textual-information processing are one of the new frontiers in the world of finance," says Werner Antweiler of the Sauder School of Business at the University of British Columbia in Vancouver, Canada. "This technique adds another tool to our statistical toolbox of text-mining algorithms."

Trading algorithms mostly rely on quantitative information, says Liu, "but it is obvious that textual information should be considered as well". For example, the team's software could flag up phrases that don't appear to tally with a company's stated earnings, prompting a financial analyst to take a closer look. "Numbers can be used to convey a picture that does not correspond to reality," says Vincent Papa, director of financial-reporting policy at the CFA Institute in London. "They tend not to reveal what really keeps managers awake at night. The tone of a report is a very useful complementary piece of information."

Murray Frank at the University of Minnesota in Minneapolis points out that sophisticated linguistic analysis is a very hard task. The software needs to learn which words are positive, which are negative and which are neither. Phrases need to appear often enough for a statistical-learning algorithm to accurately categorise them. Multi-word phrases might not occur often enough to help. "Bundles of words tend to be rare things," he says.

The whole point of the account reporting system is to release information in a way that is fair to all investors, says Frank. "But if you can guess correctly ahead of others, you can make a lot of money." If the team's system provides an edge, it could prove extremely valuable.

Mining text to monitor trends and opinions in the financial world is a rapidly growing field. "Some of the news-feed providers such as Reuters already use sentiment analysis," says Antweiler. But such technology shouldn't be relied on for automated decisions, he warns. "The simple truth is that text mining can be helpful, but it doesn't replace sound judgement and common sense."

Mining for a gaming smash

The success of video games could be predicted by data mining. Christian Bauckhage at the University of Bonn, Germany, and colleagues applied pattern recognition and statistical analysis techniques to data gathered from more than 250,000 players of five blockbuster games in the months after their release. They found that the decline in frequency and time people spent playing each game fit well-known mathematical models.

If similar monitoring was done during pre-release consumer testing, game publishers could use these models to predict the popularity and lifespan of a new game once it hits the market. The work was presented at the Game/AI conference in Vienna, Austria, last month.

China bans toy planes, pigeons to secure congress

BEIJING (AP) ? Don't roll down the taxi windows. Don't buy a remote-controlled plane without a police chief's permission. And don't release your pigeons.

Beijing is tightening security as its all-important Communist Party congress approaches, and some of the measures seem downright bizarre. Kitchen knives and pencil sharpeners reportedly have been pulled from store shelves, and there's even a rumor that authorities are on the lookout for seditious messages on pingpong balls.

The congress, which begins Nov. 8, will name new leaders to run the world's most populous country and second-largest economy for the next decade. Most of the security measures have been phased in in time for Thursday's opening of a meeting of the Central Committee, the roughly 370-member body that is finalizing preparations for the congress.

China always tightens security for high-profile events, like much of the rest of the world. London, for instance, restricted air traffic during the Olympics.

But many of Beijing's rules seem extraordinary, perhaps in an effort to smooth a once-a-decade transition that has already been bumpy.

Bo Xilai, once a candidate for the all-powerful Politburo's Standing Committee, suffered a spectacular fall from grace in which his wife was convicted of murder. One of President Hu Jintao's closest aides was demoted, apparently after his son was killed alongside two partially dressed women in an accident in his Ferrari. Meanwhile, protests over pollution, land seizures and local corruption continue across the country.

Human rights groups report that activists and petitioners are being rounded up ahead of the congress. But the broader security measures may best illustrate how China is trying to leave absolutely no room for disruptions.

The government has blocked searches for the phrase "18th Party Congress" on websites including China's popular Twitter-like Sina Weibo. Internet posters manage to get around that by using characters that sound like "party congress." One substitute: "Sparta."

Taxi drivers have been told to remove window handles, to avoid sensitive parts of the city and not to open their windows or doors if they pass "important venues." Some taxi drivers, but not all, have been told to ask passengers to sign a "traveling agreement" if they want to go near Tiananmen Square.

A man who answered the phone at Wan Quan Si taxi company in the south of the capital said the rule applies to all taxi companies in Beijing. He declined to give his name.

Beijing investment company worker Li Tianshu said she didn't believe colleagues' claims that door handles had been removed until she got into a taxi herself the other day.

"There were no handles for three of the four windows," she said. "The driver told me that their company asked them to do it to prevent passengers spreading leaflets. The driver complained that if they don't take the handles away or the passengers throw leaflets out of the taxis, they will be fired."

Citizens have taken to Weibo to post photos of doors with handles crudely ripped off. Liu Shi, a client manager in a mass communication company, wrote that the taxi driver had told him that power to electronic window buttons would also be cut.

A memo circulating on Weibo warned taxi drivers to be on guard against passengers who may want to cast balloons with slogans or throw "pingpong balls with reactionary words." It was unclear who issued the memo and its authenticity could not be confirmed.

A man who wouldn't give his name at Tong Hai taxi company in central Beijing said it had received orders "from higher authorities" to reinforce security measures and a memo, but he wouldn't elaborate.

Police in the capital are asking that Chinese show their ID cards and foreigners their passports when buying remote-controlled model aircraft over safety concerns, the official Global Times newspaper reported Tuesday.

One toy store owner said authorities had told him to stop selling medium and large-sized planes.

"This kind of plane can't fly over long distances and it can hardly carry anything," said Chen Ziping, holding up a model about half a meter (half a yard) long. "They just told me to stop selling it and I have to follow the order."

The Global Times quoted an unnamed police officer from Aoyuncun station in Chaoyang district as saying that people wanting to buy model planes during the congress should go to the vendor's local police station to register. When the buyer receives approval from the station's police chief, he can make the purchase, the officer said.

Still, they won't be allowed to fly model planes in the city, and balloons also are on the blacklist, the newspaper said. It cited another officer from Chaoyang district Public Security Bureau as saying that pigeon owners must keep their birds in their coops during the congress.

Chen Jieren had a run-in with the security rules Sunday after the handle of his knife broke while he was cooking dinner. He took his ID card to the supermarket, knowing that people must show identification when buying knives during sensitive periods.

"Well, it didn't work this time," Chen said in a telephone interview. "I was told by the police that no more knives can be sold, not even pencil sharpeners. And I don't think the shopkeeper was kidding, because several days ago I saw myself that police were asking the sales assistants in the stationer's not to sell pencil sharpeners.

"I went back and got an old knife and tried to sharpen it. I guess I have to live with it until the Congress finishes," he added, glumly.

Wang Ye, an engineer from Beijing who lives in Shanghai, was planning on returning to his home city to run a marathon, but it was postponed with no word on when it might be held. The date of a marathon in the eastern city of Hangzhou, near Shanghai, was also changed.

"There is no official explanation, but we all know that it is due to the 18th Congress," he said. "(The Beijing marathon) has been held regularly for the past 31 years.

"I guess I will give up running competitions in China and try to attend more abroad," said Wang. "At least they tell me the schedule one year before the event."

Hardier cassava offers promise for hungry Africa

IBADAN, Nigeria (AP) ? From this field nestled among the lush rolling hills of Nigeria's southwest, the small plants rising out the hard red dirt appear fragile, easily crushed by weather or chance.

Looks, however, are deceiving.

These cassava plants will grow into a dense thicket of hard, bamboo-like shoots within a year, with roots so massive a single planted hectare can provide three tons of food. The plants survive fires, droughts and pestilence, while offering a vital food source for more than 500 million people living across sub-Saharan Africa.

It is in these lowly tubers, scientists at the International Institute for Tropical Agriculture say, that the continent will find a way to feed itself no matter what.

"Come war, come anything, the farmer who has cassava has food," said Richardson Okechukwu, the institute's coordinator for cassava research.

In Nigeria, a nation where dinner tables often see a pounded cassava product called eba eaten by hand with soups and dishes, the plant remains a vital food in the country. Recently, it has even become a political prop by the nation's president. Scientists at the institute and others fighting hunger hope that efforts to make cassava heartier and more nutritious will help feed a continent where famine and scarcity still plague nations.

To the uninitiated, the cassava looks more like a misshapen log or tree branch. The plants themselves are not indigenous to Africa, instead brought over from South America in the 1600s by the Portuguese. Those preparing it cut the skin off, then squeeze out the water within the root before frying it to make garri. Most Nigerians eat it by peeling the starchy soft material from a ball and dipping it into different sauces that accompany fish or meat.

Cassava also can be ground into flour. In other parts of Africa, people consider the leaves of a cassava plant as a delicacy, eating it in a soup or frying it.

Nigeria is the world's top cassava producer, according to the Food and Agriculture Organization of the United Nations, with Brazil and Thailand behind it. The plant thrives in this West African nation, often without needing too much help from farmers, which makes it valuable in a country where most still do agriculture by hand, rather than with machines.

While the plant flourishes now, changing weather patterns across Africa make it important to have a stronger cassava available for farmers, said Robert Asiedu, the director for West Africa at the International Institute for Tropical Agriculture.

"Although cassava has helped us so many years, we can no longer take it for granted," Asiedu said. "We need to make it even more hardy as the dry periods are getting longer and the soil fertility is declining.

"If we really damage the environment to the extent that cassava can't grow ... you can forget about" other plants, he said.

With that in mind, scientists continue to study the plant at the institute, located on a preserve just north of the city of Ibadan. Its laboratories contain varieties of cassava growing in test tubes. Giant freezers there hold seeds dating back more than three decades, though most scientists work with cuttings of the cassava, as seeds can have different genetic attributes.

There have been successes, adding vitamins and making some more drought-resistant. Scientists even bred a cassava plant whose inner tissue is yellow, a color favored by Nigerians who enjoy it with a splash of palm oil, which makes the food spoil quicker when stored.

Experiments continue at a kitchen at the institute, where chefs bake using a combination of regular flour and 40 percent of "cassava flour." Loaves of white bread baked with cassava taste like wheat bread, while the sweet taste of the more exotic "ginger orange raisin muffin" masks the flavor.

Every week, the kitchen bakes a batch of cassava bread that is taken to Nigeria's capital, Abuja, and put on the tables of Aso Rock, the nation's presidential villa. There, President Goodluck Jonathan made a stir last year when he held up a loaf and promised to eat only cassava bread while in office. He also ate some on national television and handed it out to his ministers, some of whom looked warily at it.

"For us as a nation, for us to move forward, we must also tame our exotic tastes," Jonathan said at the time. "Some of the things from outside are not even as good as the things we have inside."

Critics on social media and elsewhere flayed Jonathan, likening his cassava bread endorsement as Nigeria faced strikes and unrest to Marie Antoinette's out-of-touch musings about cake prior to the French Revolution. Jonathan's push for cassava flour could benefit the country, but it comes after a similar and failed attempt by former President Olusegun Obasanjo to do them same.

But cassava can be used beyond the kitchen. Scraps of cassava feed farm animals in Nigeria, while Thailand produces chips and feed from whole cassava roots for animals. In industrial settings, cassava can be used to make starch, sweeteners and medical glucose for diabetics.

Those other uses for cassava give scientists at the institute hope that their improved cassava plants will be able to help people both feed themselves and make a profit in Nigeria where most earn less than $2 a day. However, they say that the feeding those living in the country must remain the first priority.

"Because it's eaten in such large quantities, any big change that we can bring about in the nutritional quality is a big" gain, Asiedu said. "You need to diversify your diet ? have meat and fish and all ? but we know these are expensive. So for the average person, any mineral or nutritional element we can put in cassava is big improvement."

"The Details" Review: airless all-star comedy is devilishly dull

LOS ANGELES (TheWrap.com) - The devil is in "The Details," but only in that this smug and airless comedy feels like 91 minutes in hell. The first few minutes promise a Rube Goldberg whirligig of bad behavior, unhappy coincidences and plain old rotten luck, but all writer-director Jacob Aaron Estes ("Mean Creek") can deliver is a group of jerks acting like jerks.

If there were any recognizable human beings on screen, this might have delivered the sort of squirmy, uncomfortable laughs that have sustained "Curb Your Enthusiasm" through multiple seasons, but the perpetrators and victims here are all such smug, dull caricatures that none of the intended satirical barbs have anywhere to land.

Tobey Maguire stars as Jeff, a doctor who's seemingly got the perfect house and perfect nuclear family with his wife Nealy (Elizabeth Banks) and their young son. Unfortunately, their newly-sodded backyard attracts the attention of (metaphor alert!) raccoons. Things get worse when the couple tries expanding the house to accommodate a new child, since the noise, dust and code violations all stoke the mania of their crazy-cat-lady neighbor Lila (Laura Linney).

Over the course of the film, Jeff commits horrible acts (including cheating on his wife with two different women and accidentally poisoning one of Lila's cats) and generous ones (donating a kidney to a friend in need), and Estes delights in showing the universe punishing and rewarding Jeff purely at random, with no connection to either his sins or his good deeds.

Estes fails, however, to write any real characters, so we have a cast of talented performers trying to breathe life into people with all the depth of chess pieces. Besides Maguire (whose tendency to recede into himself is in full effect here), Banks and Linney, there's also Kerry Washington, Dennis Haysbert and Ray Liotta trying valiantly to be more than pegs in this plot (which is less elaborate than we're led to believe) but ultimately they are given nothing to play, nothing to do, no one to inhabit.

Ultimately, "The Details" feels frenetic when it wants to be fast-paced, and facile when it aims for some grand statement about the randomness of existence and the bitter irony of the good falling short while the evil flourish. Rarely funny, never deep and consistently exasperating, it'll have you cheering for the raccoons.

Leading insurer RSA (formerly Royal SunAlliance) has said that the part of the UK construction sector that delivers commercial property is unlikely to reach pre-recession levels before at least 2023, due to a ?climate of trepidation? and an oversupply of available space.

As revealed in Construction News, RSA has put out a report entitled Castles in the Air -?based on research with the Centre for Economics and Business Research ? which finds that following the credit crunch ?13bn was wiped off the ?41bn value of commercial real estate construction output at its peak in 2007.

While London and the south-east saw sharp increases in growth over the year to March 2012 ? 16.7% and 17.2% respectively ? RSA still issued a subdued forecast, noting that the completion of major big-ticket projects such as the Shard, the Olympic Park and Westfield shopping centre (pictured) had left a ?looming gap? in their wake.

Paul Greensmith, director of risk managed business at RSA,?said: ?The commercial real estate sector has been hit hard by the recession.?While a return to the pre-recession highs of 2007 may not be wholly realistic, what?s important now is that developers approach new investment opportunities sensibly and with sustainable growth in mind.

?There is still an appetite for the right kind of development, with builds such as the Shard demonstrating that certain projects, particularly mixed use developments, are still going ahead.?

(AP) ? Greece's general government debt is projected to stand at 189.1 percent of gross domestic product in 2013, figures in next year's revised budget show.

The budget submitted to Parliament on Wednesday shows the general government deficit is predicted at 5.2 percent of GDP, compared with 4.2 percent predicted in the preliminary draft of the budget that had been submitted at the start of the month.

Finance Minister Yannis Stournaras submitted the revised figures just before lawmakers began voting on a privatization bill that will test the country's fractious governing coalition.

Recently a new version of this malware was found being distributed through phishing emails pretending to be sent by the targeted bank. According to an alert published by the affected bank, the malware attack simulates the real Internet banking site by asking for confidential information like personal email and phone number. This information is used to initiate the mobile attack.

Another technique used to distribute this malware includes injecting web pages from infected computers, simulating a fake security app that presumably avoids the interception of SMS messages by generating a unique digital certificate based on the phone number of the device. The fake web page provides a URL that is intended to be entered into the mobile browser, prompting the user to download/install the malware on the mobile device.

Finally, a third version injects a phishing web page that redirects users to a website pretending to be a security vendor that offers the ?eBanking SMS Guard? as protection against ?SMS message interception and mobile Phone SIM card cloning.?

Once the application is downloaded and the user tries to install it, the malware requests almost the same permissions as the first version, but the application doesn?t access the contact list. This change was likely made to avoid raising suspicions.

Another difference between the two versions is the name that the malware authors used for the malicious application. Instead of naming it ?TokenGenerator,? the new version gives the look and feel of security software for protecting SMS messages received by the customer.

When the user executes the application, the malware shows a WebView component displaying an HTML/JavaScript web page that pretends to be an mToken app and not the ?SMS Guard? used in the name. Instead of asking the user to enter the first factor of authentication this version shows just the fake mToken, which suspiciously never changes.

At the same time, the malware sends to a specific number an SMS message with the device identifier (IMEI) of the affected device. The same identifier, along with others like the IMSI and phone number, are also sent to a remote server to register the infected device in the control server of the attacker. From this point, all SMS content received by the infected device is sent to a remote server and to the phone number specified in the configuration file inside the original APK file.

Taking into account this new version of FakeToken and the recent version of Zitmo, it?s clear that Android Trojan bankers are becoming more prevalent. This is partially due to the increased adoption of mobile banking as well as the constant evolution of cybercriminal methods. By targeting different financial entities and changing their methods, cybercriminal attacks appear more credible (by removing excess functions) to victims and more effective in getting mTANs by intercepting all the SMS messages received by the affected user.

An Excellent Point About Uniformitarianism

During costume-making madness, I?ve been listening to a lot of lectures. Might as well improve your mind whilst preparing for Halloween, eh?

One of the lectures I?ve listened to is Dr. Eugenie Scott?s ?What Would Darwin Say to Today?s Creationists?? One of the things I like about Dr. Scott is that she doesn?t just stop at evolution when it comes to fighting religious nonsense pawned off on the public as ?science? ? she?s also aware of Flood geology and takes time to debunk it, too. And she knew Darwin started his career in science as a geologist. Also, if you head to round the 25 minute mark in that video, you?ll get an excellent description of what uniformitarianism is ? and isn?t.

Most of us know the basics of uniformitarianism: processes we see acting today acted in the past, and explain what we see in the geologic record. It includes the concept of gradual change over time (which is one of those things that got Darwin thinking along the path that led him to evolution). But Dr. Scott makes an excellent point that states more clearly than any other source I?ve heard why Flood geologists and other creationists are so very wrong when they point to events like the eruption of Mount St. Helens and the spectacular erosion seen in its aftermath, and claim this as proof that the Earth?s geology was created in catastrophe instead of forming gradually over time:

?Uniformitarianism, by the way, does not mean that everything that happened in geological history is slow and gradual. Lyell and Darwin and the other scientists of the day knew that there were catastrophic events that produced geological changes, but it?s the process that is the uniformity, as it were, from one time to another. The rate doesn?t have to be the same.?

Keep that quote handy. If you spend much time round Mount St. Helens, you?ll eventually run into flocks of creationists who love to misunderstand uniformitarianism. Their misunderstanding may be willful ? but they?ll have a much harder time confusing innocent bystanders if you explain catastrophes (though not worldwide floods) are very much a part of genuine geology.

Handy, eh?

Obama cancels campaign trip, to view storm damage

WASHINGTON (Reuters) - President Barack Obama canceled campaign appearances in Ohio on Wednesday and scheduled a trip to New Jersey instead to survey damage caused by powerful storm Sandy, a move designed to portray him as a strong leader a week before Election Day.

Obama, who is in a close race with Republican rival Mitt Romney, has dropped three days of campaigning in battleground states to oversee the government response to the mammoth storm, which crippled New York City and much of the eastern United States.

The White House has taken pains to show Obama at work, releasing readouts on briefings he has attended and calls he has made to governors and mayors of states and cities affected by the storm.

After a meeting with emergency management officials, Obama visited the national headquarters of the American Red Cross, where he warned that the storm was not over and encouraged the public to donate to help its victims.

More than 30 people were killed in the storm.

"Our thoughts and prayers go out to all the families who have lost loved ones ... Obviously, this is something that is heartbreaking for the entire nation," he said from a podium with Red Cross workers in the background.

"I want to repeat my message to the federal government: No bureaucracy, no red tape. Get resources where they're needed as fast as possible, as hard as possible, and for the duration, because the recovery process obviously in a place like New Jersey is going to take a significant amount of time."

Obama had already skipped several political events to be in Washington for the storm and its aftermath.

The Democratic president's efforts have drawn approval, even from some of his political opponents. New Jersey's Republican Governor Chris Christie, a Romney supporter who will join Obama to survey the storm damage, praised the president for his response to the disaster.

Obama had originally been scheduled to hold political rallies in Ohio, a critical swing state that could determine who wins the November 6 election.

Romney also canceled some political events, but his campaign announced he would hold rallies in Florida - another battleground state - on Wednesday.

Obama squeezed in a mention of another swing state, North Carolina, while praising emergency workers for helping save lives.

"One of my favorite stories is down in North Carolina, the Coast Guard going out to save a sinking ship. They sent a rescue swimmer out, and the rescue swimmer said, 'Hi, I'm Dan. I understand you guys need a ride,'" Obama said.

"That kind of spirit of resilience and strength, but most importantly looking out for one another, that's why we always bounce back from these kinds of disasters."

BRIEFINGS, LATE NIGHT CALLS

Obama and Romney have tried to avoid coming across as overly political while millions of people across the eastern United States were hit by the storm late on Monday.

Obama held a video teleconference about the storm in the White House Situation Room on Tuesday with top members of his team, including Vice President Joe Biden, Homeland Security Secretary Janet Napolitano, and Craig Fugate, the head of the Federal Emergency Management Agency.

A White House official said Obama wanted to ensure federal agencies were doing everything they could to assist their state and local counterparts.

"I want everyone leaning forward on this. I don't want to hear that we didn't do something because bureaucracy got in the way," Obama told the meeting, according to the official.

The president received updates on the storm overnight and has signed several disaster declarations over the last few days.

Democrats hope his leadership during the storm and the attention that receives will make up for the lost campaign time in states such as Ohio, Florida, Wisconsin, and Colorado, where he has canceled events this week.

Obama and Romney are neck and neck in national polls, but the Democratic incumbent has held a slight lead in many of the swing states.

Indonesia arrests 11 suspected militants over U.S. embassy plot

JAKARTA (Reuters) - Indonesia's anti-terrorist squad arrested 11 suspected Islamic militants it said planned to attack the U.S. embassy, a plaza near Australia's embassy and the offices of Freeport-McMoRan Copper & Gold, a police spokesman said on Saturday.

The Detachment 88 squad seized bomb-making equipment and one bomb ready to be used by a new militant group called Harakah Sunni for the Indonesian Society (HASMI), said National Police spokesman Suhardi Alius in a statement.

The arrests by the elite police squad on the island of Java were the latest step in a crackdown by authorities against militants during which dozens have been arrested and at least seven killed.

They come 10 years this month after a bomb attack on Bali killed 202 people, most of whom foreign tourists.

"The first piece of evidence was found at a housing complex in Madiun (Java), a bomb ready to detonate, as well as raw materials for bomb making and instruction books on how to make bombs," Alius said, before listing other evidence of explosives.

He gave no further details about the group's identity.

He listed targets as the U.S. consulate in Surabaya, East Java, its embassy in Jakarta, Plaza 89 in Jakarta, which is in front of the Australian embassy, and the offices of mining company Freeport.

HASMI also planned to attack the Mobile Police Brigade in the central Java city of Srondol, he said.

"We have seen the reports, but cannot comment as this is an ongoing Indonesian security investigation," a State Department spokeswoman in Washington said in an emailed statement to Reuters.

A spokeswoman for the U.S. Defense Department said she was unaware of any request by the State Department to increase security at its embassy in Jakarta in response to the reported arrests.

The Bali bombings, which in turn came just over a year after the September 11 attacks on the United States, were a watershed for Indonesia, the country with the world's largest population of Muslims.

They forced the secular state to confront the presence of a small but dedicated group of followers of Osama bin Laden bent on attacking Western targets.

After 2002, Indonesian forces worked with Australia and other countries to crack down on the al Qaeda-linked Southeast Asian militant group Jemiah Islamiah that was behind the bombs.

The hunt led to the arrest of hundreds of militants. Many were killed in shootouts and the three main perpetrators of the bombings were convicted and executed by firing squad in 2008.

Non-governmental 457 Plans- Friday Q&A Series | The White Coat ...

I have access to a non-governmental 457(b) plan at work.? I?d like to save more but someone told me I could lose the money if my employer?s sued.? Should I use it?

A.

I?ve seen variations of this question several times recently, and unfortunately, there?s no good answer.? With respect to retirement plans, it?s usually better to be a business owner- whether an independent contractor or a partner, because you can take advantage of much higher maximum contributions-$50K into a SEP-IRA, Solo 401K, or through a ?self-match? into a profit-sharing plan/401K.? A business owner may also have a cash balance plan and maybe even an HSA on top of that.? An employee is lucky to be able to put $17K into a 401K.? So often times an employer will offer a 457 in addition to a 401K, or more typically, its governmental cousin the 403B.? This allows an employee to sock away $34K instead of just $17K.

Benefits of a 457 Plan

The main benefit of using a 457 plan is you basically get another 401K/403B.? You can double your tax deduction and double your savings.? Another benefit is that 457 plans are not subject to the Age 59 1/2 rule, meaning you can access the money without penalty as soon as you leave the employer.? So they?re a great option for someone planning an early retirement.? You just withdraw from the 457 first.? 457s, like most retirement plans, are good asset protection vehicles since they are generally protected from YOUR creditors.

Two Types of 457(b)s

When discussing 457 plans it?s important to recognize the difference between a governmental and a non-governmental 457.? In a governmental plan, the money is held in trust, i.e. not subject to the employer?s creditors.? The money can also be rolled over into an IRA upon separation from the employer.? Not so with a non-governmental plan.? That money technically belongs to the employer, and is thus subject to the employer?s creditors.? Even when you quit the job, your 457 money can only be withdrawn or transferred to another non-governmental 457 plan.? It can?t be rolled over into a 401K or IRA.

Tax Savings Vs Risk Of Loss

Most doctors with access to a governmental 457 should be maxing it out.? With a non-governmental 457 the right move is a little less clear.? You have to balance the tax savings of having another retirement account, especially one you can access before age 59 1/2 without penalty, with the potential risk of loss.? Personally, I think the risk of loss due to your employer going bankrupt is pretty low.? While I?m sure it?s happened, I?ve never heard of it happening.? It certainly isn?t common.? I don?t think I?d be willing to give up a $5-6K per year tax break because of that worry.? I?m much more worried about market risk than 457 risk.? So I?d go ahead and use the plan.? But I?d be sure to max out my 401K and Backdoor Roth IRAs first.? And I?d definitely spend that money first in retirement.

Mental health event to raise awareness in Edinburgh ...

AN interactive event aimed at raising awareness of mental illness and the stigma surrounding it will take place in Caf? Camino inEdinburghon Monday (October 29 from 1.30pm ? 4pm).

The Mental Health Information Day has been organised by NHS Lothian in partnership with Health in Mind, Advocard and Edinburgh Carers Council.

Carers and people who have been affected by mental illness are invited to come along and find out more about the services available to them, talk to staff and learn how to manage their condition.

Jane Sutherland, lead occupational therapist, NHS Lothian, said: ?I would urge people to come along to this event and find out more about what services are available to them.

?The purpose of the day is to assist in raising awareness of mental illness and to reduce the stigma which still surrounds it. Participants will have an opportunity to talk to a wide range of staff from various projects including NHS Lothian and social work colleagues.

?There will be nurses, a psychiatrist, a psychologist and occupational therapy staff, all happy to discuss things in relation to mental illness.?

As well as getting your fitness checked on a rowing machine, thanks to Edinburgh Leisure. The event will also offer an alternative therapy taster session, including massage.

There will also be an opportunity to get information on benefits and education opportunities.

Linda Irvine, strategic programme manager, Mental Health and Wellbeing, NHS Lothian, said: ?This is an excellent event for people who want to find out more information about what is available to them within their local community.

?The event will also help to build stronger links between services and service-users and I would encourage people to come along on the day and find out more.?
